Introduction to Oregon Public Contracting

The State of Oregon is the District's primary source of public funds. The funds are used to pay staff salaries and to purchase the required goods and services needed to operate.

The State provides a set of rules to follow when buying these goods and services - the Oregon Revised Statutes (ORS) Chapter 279 - the "Oregon Public Contracting Code".

The Code is a set of procurement related rules that govern public contracting practices and methods. The District is required to follow these rules when buying goods and services. Chapters:

  • ORS 279A – Rules that apply to all public contracting
  • ORS 279B – Rules that apply to supplies and services
  • ORS 279C – Rules that apply to public improvements and Consulting Services for A&E and related services
The School Board adopted the Oregon Revised Statutes (OAR) Oregon Attorney General Model Rules PDF Document (AGMR) as the District's Public Contracting Rules to implement the Oregon Public Contracting Code:

The Rules are designed to:
  • Instill public confidence through ethical and fair dealing, honesty and good faith on the part of government officials (district employees) and those who do business with the government (vendors).
  • Promote efficient use of resources.
  • Clearly identify rules and policies.
  • Allow impartial and open competition.
Purpose of the District's Purchasing Manual

The District's Purchasing Manual establishes uniform guidelines and procedures supporting the Rules for all purchases.
