The Board shall declare the office of a director vacant upon any of the following:
- The death or resignation of an incumbent;
- When an incumbent ceases to be a resident of the district or zone;[1]
- When an incumbent ceases to discharge the duties of office for two consecutive months unless prevented by sickness or unavoidable cause;
- When an incumbent ceases to discharge the duties of office for four consecutive months for any reason;
- When an incumbent is removed from office by judgment of any court;
- When an incumbent has been recalled from office by district voters;
Vacancies will be filled through appointment by the Board unless a majority of the positions are vacant at the same time. In that case, vacancies will be filled by the Northwest Regional Education Service District.

[1]Oregon Revised Statute (ORS) 332.030(3) A director nominated from a zone who changes the director’s permanent residence from one zone to another zone in which another director resides shall continue to serve as director to June 30 next following the next regular district election. At that election, a successor shall be elected to serve the remainder, if any, of the unexpired term to which the director was elected. If the term to which the director was elected expires June 30 next following the election of the successor, the successor shall be elected to a full term. In either case, the successor shall take office July 1 next following the election.
