BEA-BSD Negotiations Updates


The District is currently engaging in successor bargaining with the Beaverton Education Association for a full contract review. The current BEA-BSD Collective Bargaining Agreement expires in June 2021.

While the District would typically meet face to face with our labor partners for negotiations, due to the COVID-19 pandemic, the parties have agreed to meet for open sessions via Zoom and to have those sessions livestreamed. Bargaining Session Updates

  • 5.25.22 BEA and BSD met in person from 8:00 a.m. until 9:00 p.m. at the BEA office. A small work group with members from both teams worked collaboratively to create a memorandum of understanding to replace Article 12. BSD presented a package of Articles 4, 9, 10, 11, 12 (MOU), 18 and 19. The parties exchanged articles over the course of the day, gradually coming closer to agreement. An agreement on the full contract bargain was achieved at 8:30 p.m. 
  • 5.11.22 The BEA and BSD teams met in person from 8:00 a.m. to 4:00 p.m. at the BEA offices. BEA offered a counter proposals on Articles 18 and 19, as well as an invitation to have a small work on Article 12 during the negotiations session. The BSD team presented counter proposals on Articles 4, and 9, 10 and 11 as a three part package deal. A subgroup worked through concepts related to Article 12. Before the session ended BEA responded with responses to Articles 4, 9, 10 and 11.

  • 4.28.22 The BEA and BSD teams met virtually from 4:30 to 8:30. BEA responded to Articles 9, 10 and 11. BSD supplied counter proposals for compensation, Articles 18 and 18, and for Article 12. BSD's compensation counter proposal was for a 3 year contract, with a 3% COLA for each of three years.
  • 4.13.22 BEA and BSD met in person from 12:00-8:00 at the BEA office headquarters. The BEA team exchanged counter proposals on Articles 4, 18 and 19, providing BEA's initial compensation proposal. BEA included appendices C1, C2 and C3 as part of the comprehensive proposal. BSD responded to counter proposals for Articles 9, 10, 11 (the three united in a package) and 12. Before the session ended, BEA responded to BSD's Article 12. BEA's compensation proposal was for a 3 year contract, with a 7% COLA in year one, followed by 5% COLAs in years two and three.

  • 3.29.22 BEA and BSD met in person from 4:30-8:30 at the Beaverton School District office. BEA presented counter proposals to articles 12 and 13. BEA introduced teacher Julia Barto as a guest speaker. BSD presented their counter proposal to article 4. Later in the session BSD gave a verbal response to article 13 and BEA presented a revised counter to article 13 and a response to 20. The teams achieved tentative agreement on article 13. 

  • 3.16.22 BEA and BSD met in person from 4:30-8:30 at the Beaverton School District office. BEA presented counter proposals to articles 13 and 20. BSD presented counter proposals to articles 19 and 4. Before the session concluded, BEA responded to BSD’s proposal for Article 4, and BSD responded to BEA’s proposal for Article 13. 

  • 3.3.22 BEA and BSD met in person from 4:30-8:30. The teams discussed scenarios around Article 13. BEA presented Article 20 and Appendix C1, C2 and C3. BSD presented a package of Article 10 and Article 11. BSD presented a counter to Article 20.  BEA then presented a package with Article 9 and Article 11. Future bargaining dates were confirmed. 

  • 2.24.22 BEA and BSD met in person from 12:00-8:00. BSD presented responses to Articles 2, 8, 12 and 13. BEA did not present language responses on any Articles. The teams achieved Tentative Agreements on Articles 2 and 8. 

  • 2.8.22 BEA and BSD met in person from 1:00-4:00. BEA presented information on the financial picture and outlook for the District. BSD the presented similar information on the budget and financial picture, as well as presenting the District’s opening proposal for compensation. The BSD team offered a 2.5% Cost of Living Adjustment for the 2021-2022 school year, retroactive to July 1, 2021, a 3% COLA for the 2022-2023 school year, an adjustment to onboard all newly hired teachers no lower than Step 2 on the salary schedule, and a 3% COLA in the 2023-2024 school year as well as the Step 2 adjustment going forward. The BEA team responded to Articles 2, 8 and 13. BSD announced a likely Tentative Agreement on Article 2 for our next session pending a detailed review of language. 

  • 1.27.2022 BEA and BSD met in person. Catherine Alexander, retired OEA Uniserv, joined the BEA team. The BEA team presented responses on Articles 4 and 15. The BSD team presented responses on Articles 8 and 11.  The teams achieved tentatively agreement on articles 3, 5, 7, 14, 15 and 16. The teams agreed to future bargaining sessions February 8 and 24 and March 3, 10 and 29.

  • 12.9.2021  BEA and BSD met in person. The BEA team presented responses to Articles 2 and 6. The teams achieved tentative agreement on Article 6. The BSD team presented a response on Article 9. Danielle Hudson came as a guest speaker to share information on the District’s collaborative work in the area of Behavior Health and Wellness and Social Emotional Learning. The teams had a robust dialogue about Article 9.

  • 11.10.2021 
    BEA and BSD met in person from 4:15 to 8:30 p.m. The BSD team presented counter proposals for Articles 13, 15 and 20. The BEA team presented counter-proposals for Articles 8, 11, 12 and 13.

  • 10.26.2021 
    BEA and BSD met in person from 12:00 noon to 8:00 p.m. The BSD team presented on the District’s budget and financial outlook, including a report on ESSER funds and SIA spending. The BSD team presented counter-proposals for Articles 8 and 11. The BEA team presented responses on Articles 13, 15, 17 and 20. The teams achieved a Tentative Agreement on language for Article 17. 

  • 10.14.2021 
    Both negotiations teams met over zoom from 5:00-9:00 p.m. BSD responded to Articles 2, 4 and 6 from BEA’s previous counterproposal shared on 9.30.21. BEA responded to Articles 9, 10 and 11 from BSD’s previous counter proposal from 9.30.21. The teams had a productive discussion regarding all shared content, with a particularly engaged and lengthy exchange about Article 9. 

  • 09.30.2021
    The BEA and BSD teams met in person from 9:00 to 3:00 on September 30th. BSD responded to Article 9 from BEA’s initial proposal. The previous suggestion to convene a subcommittee to work on Article 9 had never been implemented. BEA responded to BSD’s previous counter proposals for Articles 2, 4, 6 and 8.

  • 07.22.2021 
    The BEA and BSD bargaining teams met via zoom livestreamed on YouTube. The BSD team responded to BEA's proposals for Articles 8, 10, 12, 13 and 20 and addressed BEA's questions on the counterproposals. Both teams have now responded fully to one another's initial full proposal minus any compensation proposals. The teams will reconvene in the fall to continue negotiations.
  • 06.24.2021
    The BSD team responded to several articles from BEA's initial proposal.  A suggestion was made to convene a subcommittee to work on areas of agreement for Article 9.  BSD responded with counter proposals for BEA's initial proposals for Article 11, 15, and 17.  The teams agreed to meet on July 22 to hear the final counters for the full BEA proposal.  Articles yet to be countered include articles 8, 10,12, and 20.
  • 06.10.2021
    The BEA team presented their full counter proposal to BSD's initial proposal.  The BSD team presented counterproposals to BEA's preamble and to BEA's initial proposals for articles 2, 4, and 6.  The teams discussed pausing negotiations during the summer months and resuming in the fall.
  • 05.27.2021 
    The BEA team shared their thinking and context behind their initial proposal that had been shared on May 13th. Both BEA and BSD exchanged clarifying questions about the initial proposals.
  • 05.13.2021
    The BEA and BSD teams exchanged initial proposals. Each team's proposal included all proposed changes to the contract except for those associated with compensation. The initial proposals for BEA and BSD are linked under Resources.

  • 04.22.2021
    The BEA and BSD teams met on April 22 at 5:00.  Teams started with an introductory activity, reviewed and agreed on Bargaining Ground Rules and shared statements of interest.
