OSEA-BSD Negotiations Updates

The District is currently engaging in successor bargaining with the Oregon School Employees Association for a full contract review. The current OSEA Collective Bargaining Agreement expires in June 2022.

Bargaining Session Updates

  • 5.16.22 Bargaining teams met at 10am for bargaining.  OSEA presented initial proposals on Article 24 and Article 25. Teams discussed outstanding proposals.

  • 5.6.22 Both Bargaining teams met at 9am for Caucus.  At 10 teams came together to bargain.  BSD presented several articles.  Teams broke for a small caucus at 10:50 and reconvened at 11:10.  At this time, OSEA countered several articles.  Teams broke for caucus at 12:15 and returned at 2:40.  BSD Countered with a package proposal.  Tentative Agreements were reached on articles 4, 13, 16 and 17.

  • 4.11.22 Both Bargaining teams met at 11am for Caucus due to the weather delayed start.  Bargaining began at 12:20 with OSEA presenting Initial Proposal on the full Article 8.  Clarifying questions were asked by OSEA on Article 17.  BSD presented a full Initial Proposal on Article 8.  Caucus happened at 1pm.  At 3pm BSD presented a response to OSEA's initial proposal on Article 8 and OSEA presented an Initial Proposal on Article 17.

  • 3.18.22 Both Bargaining teams met for caucus and then joined at 10am to bargain.  BSD presented initial proposals on Articles 1, 9 and 10 and a Counter on 13.  OSEA presented Initial Proposal on Article 20 and a Counter on Article 4.  After a noon Caucus, BSD presented Counter proposals on Article 4 and 20.  Both teams came to Tentative Agreement on article 9.  After further Caucus OSEA presented a Counter on Article 20 and it also came to Tentative Agreement.

  • 3.4.22 Both bargaining teams met for caucus and then joined at 10 to bargain. Bargaining ground rules were agreed.  Articles 4 and 11 initial proposals were shared by BSD.  OSEA shared initial proposals on Articles 8, 12, 13 and 16.

  • 2.17.22 The BSD Bargaining team met from 10am-2:30pm over zoom.  Roles and responsibilities were reviewed.  OSEA Collective Bargaining agreement was reviewed and initial list of articles of focus was drafted.
