Thank you to all of you — staff, students and families — for your resilience during the past several months. We know that you’ve all been working diligently to provide the best educational experience possible during these challenging times. Your efforts are very much appreciated.
On December 23, Governor Kate Brown announced changes to the state’s approach to reopening schools. Rather than mandating that all school districts meet designated health metrics to begin in-person instruction, she has made those metrics advisory — meaning the decision to reopen will be made at the district level instead of the state level. However, the bulk of the 90-pages of safety requirements issued by the Oregon Department of Education (ODE) and the Oregon Health Authority (OHA) in the Ready Schools Safe Learners Guidance have not changed.
As we plan for the next steps, we’re currently considering several factors:
- On January 19, ODE is expected to announce revisions to the Ready Schools Safe Learners Guidance. We’re waiting to see if the state eases cohort numbers (current requirement: student cannot be exposed to more than 100 students/week) and social distancing requirements (currently requirement: 35 square feet of space per student). Those changes could impact what the District would be able to offer in terms of in-person instruction.
- Also on January 19, the state may change the health metrics. Under the previously-mandated health metrics, positive COVID-19 cases in Washington and Multnomah Counties had to drop below 100 per 100,000 residents (during the previous two-week period) to begin in-person instruction. As of this writing, the current case count in Washington and Multnomah Counties is 324 and 342, respectively.
- The Governor has prioritized teachers and district staff who have regular contact with students to be vaccinated in Phase 1b, after health care workers and residents of nursing facilities. As of this writing, it’s unclear when those vaccinations will be administered.
- Currently, changes in working conditions are being bargained with our teachers' association, the Beaverton Education Association (BEA). As such, finalized plans are subject to agreements made in those negotiations.
Given what we know at this moment, here’s our current thinking. We must emphasize that these plans are NOT final.
- Current guidance from ODE prioritizes the return of students in grades PreK - 2 to in-person instruction first. While not finalized, current hybrid plans have students who elect to come back to school being assigned to either mornings or afternoons (total in-school time: 2 ½ hours) on Mondays, Tuesdays, Thursdays and Fridays. When not at school, these students would be learning online. All students would be online on Wednesdays. Currently, we don’t have a start date identified. We hope to know more after January 19. Prior to returning to in-person instruction, elementary families will be asked to make a commitment to either hybrid or Comprehensive Distance Learning (CDL) instruction.
- Because the District has committed to providing a Comprehensive Distance Learning (CDL) option for the entire school year, families should expect some teacher reassignments. Whether your elementary student remains in CDL or opts for in-person hybrid instruction, your child’s teacher may change. We realize that this is not ideal, but it’s also unavoidable. We will do everything in our power to minimize any disruptions to your child’s learning.
- Because middle and high school students have several classes and are exposed to more students, in-person instruction under current required safety protocols remains impossible. Our tentative plan is to have all secondary students remain online in Comprehensive Distance Learning (CDL). However, we are considering offering limited in-person instruction (LIPI) for students with disabilities, emerging bilingual students and students without reliable internet connectivity. We also may invite students who have credit-recovery needs to come to campuses.
- We know that our secondary students are desperately missing social interaction. To meet these needs, we’d also try to facilitate small-group, in-person interactions. For example, we may be able to bring students in for AVID, clubs, community service, specific course activities and specific social activities. In terms of school-sponsored sports and activities, we’ll continue to follow guidance from the Oregon School Activities Association (OSAA).
We appreciate that many of you have passionately shared your opinions with us over the past few weeks — whether you adamantly want your child to return to in-person learning or you adamantly believe students should continue online. At the end of day, no solution will be perfect. We’re simply trying to do what’s in the best interest of our children in vastly imperfect times - both in terms of their education and their safety — and the safety of our staff.
For now, we will continue in Comprehensive Distance Learning (CDL) and await changes to be announced by ODE on January 19 — after which, we will have a better idea of how to proceed.

Спасибо всем вам - сотрудникам, школьникам и семьям - за вашу стойкость в течение последних нескольких месяцев. Мы знаем, что в эти трудные времена вы усердно стараетесь обеспечить наилучшее образование наших учащихся. Мы ценим ваш вклад.
23 декабря губернатор Кейт Браун объявила об изменениях в подходе штата к открытию школ changes. Вместо того, чтобы для начала очного обучения требовать от каждого школьного округа соответствия установленным показателям здоровья, она сделала эти показатели рекомендательными - это означает, что решение об открытии школ будет приниматься на уровне округа, а не на уровне штата. Để chuẩn bị cho bước kế tiếp, chúng tôi hiện đang đắn đo một vài điều sau:

Dear BSD Community,
We’d like to take this opportunity before the start of winter break to give you an update on where we stand as a district in terms of in-person instruction. Like you, we’re eager to return to “normal” and have students back in our schools. We have scores of people who’ve been working on the logistics, and when it’s time, we’ll be ready.
However, current health metrics are not trending in a favorable direction. Please take a look at this graph:
The blue line represents new cases per 100,000 residents in Washington County; the purple line represents the same metric in Multnomah County. As a reminder, because we have a significant number of employees who reside in Multnomah County, we are tied to that county’s metrics, as well.
- In order for us to start our hybrid plan (two days in-school, three days online per week), both Washington and Multnomah case counts need to drop below 100 per 100,000 residents. On the graph, that threshold is represented by the yellow line. Again, we need to be below the yellow line.
- Per the Oregon Department of Education (ODE), grades Pre-K through 3 must be brought back first. If that initial phase is successful, we would then bring back one additional grade at a time. For example, we could add 4th grade one week and then 5th grade the following week.
- If we begin hybrid but then see a rise in cases that puts our numbers over 100 cases per 100,000, we don’t necessarily need to go back to full Comprehensive Distance Learning (CDL). At that point, the District would work with the Washington County Public Health Department to determine our risk of spread before making a determination.
As you can see, we have a long way to go before we can consider moving into a hybrid model. And while we do have a plan in place, the switch can’t be accomplished overnight.
- We’d likely take three days for in-school staff to receive additional safety training and transition their classrooms back into the buildings. There would be no school for the affected grades on those days.
- Other departments, including Transportation and Nutrition Services, also would need to transition.
- As a reminder, the District has guaranteed CDL for the entire school year to any student who doesn’t wish to return to in-person instruction.
Given all these factors, we currently are estimating that hybrid instruction for grades Pre-K through 3 won’t start before Monday, February 8, at the earliest. Please understand that we are NOT saying that hybrid will start on February 8; that will continue to depend on the metrics. But what we are saying is hybrid will NOT start before February 8. Given this timeline, it means that middle and high school students would not return to buildings any earlier than March. In terms of Limited In-Person Instruction for small, specific groups of students (i.e. Special Education, English Language Learners, students with no internet access), we won’t start before February 8, again, at the earliest.
In these uncertain times, we want to provide you with as much information as possible. We’re announcing this date so that you can plan to be in CDL through the end of the first semester.
We have said this before, but it bears repeating: this school year is in constant flux. This represents our best thinking at this particular moment. However, if the Governor or ODE changes the requirements, we’ll again need to pivot.

Мы хотели бы воспользоваться возможностью и до начала зимних каникул сообщить вам, где мы находимся как округ относительно очного обучения. Nhân cơ hội trước khi chúng ta bước vào kỳ nghĩ đông, chúng tôi xin cập nhật tình hình hiện tại của học khu về vấn đề giảng dạy trực tiếp (in-person instruction). Cũng như quý vị, chúng tôi cũng rất mong muốn được trở lại “bình thường” để học sinh có thể đi học lại. Hiện nay đã có một số nhân viên đang làm công việc hậu cần để khi nào tình hình cho phép thì chúng ta sẽ sẵn sàng.
Tuy nhiên, chỉ số sức khoẻ hiện không được khả quan cho mấy. Xin hãy xem biểu đồ sau đây:

Comprehensive Distance Learning (CDL)
When will school start?
The first day of school for students will be Monday, September 14.
Families should use the week of September 7-11 to prepare for distance learning. Think about what your daily schedule will look like, try to find dedicated spaces for students to work, make sure your computer is connected to the internet and even try having multiple people from your house online at the same time to test your internet speed. Review any communication that you have received from your school; if you have questions, email or call your school. We are here to help!
What will Kindergarten start times be?
BSD is delighted to welcome kindergarteners to the 2020-21 school year! Kindergarten students' start times will proceed as follows:
- On September 14 and 15, kindergarten students and families will participate in orientation activities scheduled by each school.
- Wednesday, September 16, 2020 – Staff Development, no classes for students
- Kindergarten instruction will begin for students whose last names begin with A-L on Thursday, September 17.
- Kindergarten instruction will begin for students whose last names begin with M-Z on Friday, September 18.
- Monday, September 21, all kindergarten students will begin full Comprehensive Distance Learning (CDL) with their teachers.
Do we need to enroll in Comprehensive Distance Learning?
No
How will Comprehensive Distance Learning be more robust than remote learning in the spring?
Thanks to surveys filled out by staff, parents and students about remote learning in the spring, we’ve learned a lot about what works and what doesn’t. As we put together the plan for Comprehensive Distance Learning, we’re incorporating that learning. In addition, participation will be mandatory in the fall; student attendance will be taken. Per guidance from the Oregon Department of Education, we also expect to be giving grades to students.
How will attendance be counted?
Per guidance from the Oregon Department of Education, attendance can be counted in a variety of way to accommodate those families who may have to access instruction during different times of the day: attending a live teacher-led session, watching a teacher-recorded video, interacting with teacher via email, posting completed coursework and the like.
Elementary students need to have at least one contact with their teachers per day; middle and high schools students need to have at least one contact with teachers per class per day.
Describe what an average day of Comprehensive Distance Learning will look like?
Students will be engaged in learning tasks five days a week. Each day, students will have opportunities to connect “live” with their teacher as well as complete independent or group assignments. All of the learning tasks will be delivered using the Seesaw or Canvas platforms, depending on grade. Students can expect to spend a similar amount of time engaged in learning tasks as they did prior to the closure; however, we need to be careful to remember that time spent on a computer can be more draining than time spent in our schools, so class periods will be a bit shorter.
Will Comprehensive Distance Learning be the same from school to school?
Teachers will be designing their learning tasks using School Board-adopted learning targets and materials. Teachers continue to have discretion in using supplemental materials and assigning day-to-day tasks. Teachers also will receive lesson supports from the Teaching and Learning Department.
Why can’t teachers livestream their classes to at-home students in real time, recreating a normal school day?
Especially at the early elementary level, students may need help from their parents. We know that many parents will be juggling their own jobs with classroom support and need more flexible schedules. In addition, a full day at school doesn’t translate well to a full day in front of a screen.
Will teachers have office hours for students learning from home?
Office hours are likely, pending discussions with our teachers’ association.
Will students be provided a device?
Students enrolled in BSD can receive a device from the district. Students in PreK through second grade receive iPads and students in grades 3-12 receive Chromebooks. If you need to check out a device for your student, please contact the Student Help Desk:

Will Comprehensive Distance Learning be offered for the entire year?
Yes.
Will parents be allowed to volunteer online in virtual classrooms?
Yes. Volunteers must be registered in the district volunteer-management system and have passed a background check. Any volunteer asked to facilitate learning in a Zoom breakout room must do so in the presence of a second adult. Contact your teacher to learn about volunteer needs.
Hybrid Model
Who will determine when the Hybrid Model can begin?
Per the Governor's guidance from July 28, the following criteria would need to be met to begin the Hybrid Model:
- 10 or fewer cases of COVID-19 per 100,000 people in Washington County over 7 days for 3 weeks in a row.
- Test positivity of 5% or less in Washington County over 7 days for 3 weeks in a row.
- Test positivity of 5% or less statewide over 7 days for 3 weeks in a row.
Per the Governor's guidance from July 28, the following criteria would need to be met to begin the Hybrid Model with K-3 students:
- 30 or fewer cases of COVID-19 per 100,000 people in Washington County over 7 days for 3 weeks in a row.
- Test positivity of 5% or less in Washington County over 7 days for 3 weeks in a row.
- COVID-19 is not actively spreading in the school community.
- The District is in compliance with sections 1-3 of the state's Ready Schools, Safe Learners Guidance.
What will the Hybrid Model schedule look like?
Students will attend school on-site in assigned attendance groups two days each week. Attendance Group 1 will meet Monday and Tuesday. Attendance Group 2 will meet Thursday and Friday. On the days when students aren’t in school, they’ll participate in Comprehensive Distance Learning from home. CDL days will include time for students to engage remotely with their teachers. Students will be learning five days a week.
What happens on Wednesdays?
Most students will be participating in Comprehensive Distance Learning from home. However, some students in specialized programs and English Language Learners may have additional in-person time at school. In addition, our custodial staff will deep clean schools on Wednesdays in between attendance groups.
How will class electives work for middle and high school students? How can students stay in their attendance groups given varying schedules?
Secondary students may need to be in more than one attendance group each day in order to meet the needs of their electives. Schools will work to create schedules that keep students in the smallest number of cohorts possible.
If I have multiple children attending multiple schools, will they be on the same schedule when the Hybrid Model begins?
All schools across all levels (elementary, middle and high schools) are attempting to coordinate so that students in a single household are assigned to the same attendance group schedule.
What are the new school hours? Why will the school day be shortened by 45 minutes?
Teachers will start each day by connecting with students engaging in Comprehensive Distance Learning at home. Then, in the Hybrid Model, in-person students will begin to arrive at school for the start of their day, approximately 45 to 60 minutes later than normal.
On the days that students are learning from home in the Hybrid Model, will they be able to interact with teachers and classmates online?
Real-time interaction with in-school students is unlikely.
Will PE be required and graded?
We anticipate that physical education courses will continue, but they’ll need to be modified to accommodate social distancing. Students may be sharing equipment in class; all equipment will be cleaned between classes per guidance from the Oregon Department of Education, and students will be required to wash or sanitize their hands. Like other courses, we anticipate that grades will be issued, per guidance from the Oregon Department of Education.
Will parents be allowed to volunteer in person in classrooms/schools?
At this time, volunteers will not be allowed in schools.
Will counselors and nurses still be at the schools?
Yes, support staff — like counselors and nurses — will still be working with students.
What will parent-teacher conferences look like?
Parent-teacher conferences will likely be conducted via Zoom.
Elementary
What will an average day of Comprehensive Distance Learning look like at the elementary level?
Families will receive a general daily schedule from their grade level teacher when the school year begins. The schedule will include the times of the day that students are able to participate in live whole-group direct instruction as well as any small group and individual instructional opportunities. As is typical with elementary, the schedule for small group and individual instructional opportunities may change based on the needs of the student and the classroom. Teachers will share these changes with families, as needed. Students who miss the live instruction will be able to access those lessons asynchronously the following day. Students will find their tasks and assignments in either Seesaw or Canvas, depending on grade level.
How much time are parents expected to schedule to help their children with Comprehensive Distance Learning?
Depending on the grade and age of the child, parents should be available to support learning for the full 60 to 120 minutes. There could be additional time needed, depending on your child and the work assigned.
What about kindergarteners?

We understand that it’s very important for kindergarten students to have as much in-person time as possible; however, they will follow the same structure for Comprehensive Distance and Hybrid Learning as other students. For more on kindergarten, watch here.
What about Pre-K?
Our current Pre-K classroom consists of 36 students in morning and afternoon sessions. Under the Hybrid model, these students would be shifted into Attendance Groups 1 and 2 with 18 students in each cohort. Students would attend during the same time as their K-5 siblings; however, Pre-K students would only attend for 2-½ hours. Those students who begin school at 9:00 a.m. would dismiss at 11:30 a.m. Those students who begin school at 9:30 a.m. would dismiss at 12:00 p.m. Students at home participating in Comprehensive Distance Learning will have time to check in with their teachers each day. Teachers also will provide learning activities and coaching for families to help engage students during their CDL days.
At this time, guidance from the Oregon Department of Education doesn’t require face coverings for pre-K students.
Will any printed packets of school work be available for students?
At this time, the District doesn’t plan to send home uniform district learning packets.
How will the District assess any possible learning loss due to remote learning in the spring?
At the start of the school year, teachers will assess all students’ skills as they relate to learning targets. They’ll then design interventions and track progress throughout the year.
What is the drop off/pick up procedure for students? How will the schools ensure students from various classes/cohorts stay separated?
Each school is working with District personnel to determine how different cohorts can safely enter and exit the building. Specifics for each school will be announced prior to the start of school.
How will Specials like PE, music and library work?
We’re still working out the specifics when it comes to Specials, but we do anticipate that students will be able to participate. Specifics for each school will be announced prior to the start of school.
How will recess work?
We understand the importance of play and are working on how to implement safe recess protocols. Some schools may have quadrants on the playground for each cohort. Equipment, if used, will be cleaned between cohorts.
Will after-school child care be allowed in school?
Yes, schools who work with outside partners to offer after-school child care in their buildings will continue to do so while maintaining social distancing and safety measures.
Will outside after-school activities be allowed in school?

We’re investigating how to meet the needs of students who are enrolled in advanced math classes while limiting the number of cohorts that they’ll be a part of. In some cases, we can support these students at their home middle schools in both the Comprehensive Distance Learning and Hybrid Models. When that isn’t possible, we’ll support student access to advanced math classes with Comprehensive Distance Learning that may combine students from more than one school. When we move to a Hybrid Model, we will continue to instruct online rather than busing students.
What social activities will be available through the Hybrid Model?
We are investigating ways to keep students engaged in extracurricular and social activities while also maintaining social distancing.
What about SUMMA?
SUMMA students will be supported by their SUMMA-site schools via Comprehensive Distance Learning and when it’s safe to do so, Hybrid Learning.
High School
What will an average day of Comprehensive Distance Learning look like at the high school level?

Will high schools be utilizing a 4x4 scheduling model or a straight 8?
After looking at survey data from families and talking to administrators and teachers from all of our high schools and option schools, the District has made a decision in regards to what schedules to adopt for high school and option school students this fall. This decision is consistent with the majority of school districts around the state.
In a normal school year, students take seven classes (plus Access Tutorial) per semester, referred to as a Straight 8 or A-B schedule; classes meet every other day. Survey results from families indicated that this course load was unmanageable in an online environment during the spring. We investigated a 4x4 model which would have students taking only four courses per semester; those classes would meet every day. As a result, a student could cover a year’s worth of material in one semester and receive the same number of credits as in previous school years. We believe the 4x4 model best meets the needs of our high school students in this current environment. However, because option schools encompass grades 6-12, option schools will be better served by an A/B model.
Therefore, the following schedules will be implemented for the entire 2020-21 school year.

With any schedule, we understand that there are pros and cons, especially in remote learning. Please know that our principals will work with BSD's Curriculum, Instruction and Assessment department (CIA), school staff and other districts to implement best practices and structures to meet the needs of academic programs such as IB, AP and AVID. We’re confident that our students will receive the support needed to do well in all of our class offerings.
How will students switch classes?
To keep cohorts as stable as possible, it’s likely that teachers will move and students will not, to the greatest extent possible.
How will course selection for high schoolers be affected? Will they need to re-forecast?
We are still trying to work out the details of a daily schedule. The need to re-forecast has not yet been determined.
Will all electives be available for high school students? (Choir, band, drama, etc.)
Our goal is to offer all the electives that we traditionally have offered in school via Comprehensive Distance Learning and Hybrid Model. However, we’re still having discussions about safety in regards to some of our more hands-on elective classes, so stay tuned for more information on those options.
How will partial-day option programs work like Automotive Technology, Health Careers and Terra Nova?
We expect that our half-day option programs will continue. We are still trying to determine the safest way to operate, given that the option programs include students from several schools. We want to offer these opportunities but maintain safety without too much added exposure risk.
How will the Health Careers program work in Comprehensive Distance Learning when students are required to participate in in-person activities?
Science labs will be conducted virtually. We are seeking guidance from our health care providers in regards to the on-site clinical rotations.
How will dual credit classes work?
We have worked with our college partners to continue to have opportunities for students to earn both high school credit from BSD and college credit from our higher education partner. We’re able to continue to offer a majority of the courses that we have in the past. The notable exceptions will be classes that require significant hands-on experiences and situations where two college classes are taught in one high school term.
Students should contact their teachers to understand the specifics of their dual credit opportunities.
Will AP courses be available?
Yes
Will IB courses be available?
Yes. The District is currently working with the national and regional IB coordinators to ensure that our students will be able to earn IB credit and take any necessary testing.
What does Early College look like?
Students enrolled in the BSD Early College program take their courses directly from the faculty at PCC. PCC has announced that all courses will be taught remotely through March 2021.
Will students be allowed to participate on high school sport teams?
If we’re operating in Comprehensive Distance Learning where in-person classes aren't occurring, organized sports won't occur either. When we move to a Hybrid Model, sports may resume with social distancing measures in place. We'll rely on the most up-to-date guidance from the Oregon Department of Education and the Oregon School Activities Association.
If high schools adopt a 4x4 model, how will high school athletes be able to meet the five-credit requirement set by the Oregon Schools Activities Association (OSAA)?
The requirement will be modified. Students will be able to compete. Many districts also are exploring the 4x4 model.
Will foreign exchange students be accepted to study in BSD in the fall?
No foreign exchange students will be allowed to study in Beaverton schools until the state of Oregon enters Phase 3 of recovery.
FLEX Online School
When will FLEX Online School start?
The first day of school for students will be Monday, September 14.
What’s the difference between Comprehensive Distance Learning and FLEX Online School?
Comprehensive Distance Learning will be available to all students and will last as long as the Oregon Department of Education guides us to maintain social distancing restrictions. With that in mind, it’s meant to be a short-term online solution. CDL makes it possible to maintain a relationship with your regular school and classroom teacher.
FLEX Online School is designed to be a long-term option for families who want a fully online learning experience for their students. While taught by BSD teachers, students will not be taught by their regular teachers from their neighborhood or option schools. We ask that students remain enrolled in FLEX Online School at least through the end of a semester.
Is FLEX Online School free?
Yes
Will FLEX Online School use the same curriculum as Comprehensive Distance Learning?
Comprehensive Distance Learning will offer the same content that students would receive in a normal school year using Seesaw and Canvas. FLEX Online School will cover the same learning targets as Comprehensive Distance Learning but will use Florida Virtual for grades K-5 and Apex Learning for grades 6-12 as the main curriculum providers. Are FLEX Online School teachers also teaching in the Comprehensive Distance Learning model?

If a student is enrolled at an option school and opts for FLEX Online School for this coming school year, will the student be allowed back into the option school when he/she feels comfortable or will the student lose that spot?
If you choose to enroll in FLEX Online School, you’ll be enrolling in a new school and would need to go through the option lottery process again to seek re-enrollment in any option school.
If a student is enrolled in FLEX Online School as a 5th grader, can that student apply to an option school the following year?

For those choosing FLEX Online School, how will returning to a neighborhood or option high school at the end of a semester be feasible when so many classes are year-long or specialized?
FLEX Online School is designed for families who would choose this option even if COVID-19 didn't exist. We recommend Comprehensive Distance Learning with your local school if your student is interested in specialty courses or is considering transferring back at the end of the semester.
We’ll do our best to align with the schedules chosen by our other district schools. That being said, FLEX Online School curriculum is different, and just as with any option school, moving schools may be difficult and will require an adjustment period.
How will Advanced Placement (AP) classes be offered at FLEX Online School? Will all advanced math and science classes be offered?
We’ll be offering advanced math, science and AP courses through the Apex Learning curriculum. The District has been using Apex for approximately ten years.
How will science be taught?
Science teachers at FLEX Online School will implement a curriculum provided by Florida Virtual at the elementary level and Apex Learning at the secondary level. Science courses will include online lab simulations and at-home lab experiences.
Will FLEX Online offer band or choir classes?
FLEX Online School won’t have band or choir classes available during the first year but will consider the option moving forward, depending on demand. Students can join or remain in activities, athletics and clubs that are non-credit bearing at their neighborhood or option schools. FLEX Online School will offer a music appreciation class.
Will the FLEX Online School offer Dual Language instruction?

Will students in FLEX Online School be disconnected from their home schools or will efforts be made to keep, for example, Cedar Mill students together and/or with Cedar Mill teachers?
Students who enroll in FLEX Online School will be part of FLEX Online School. FLEX Online School teachers will be a part of the FLEX Online School staff. Students who wish to stay connected to their neighborhood or option school teachers and peers should opt for Comprehensive Distance Learning.
What technology will be provided?
FLEX Online School will provide Chromebooks for students in grades 3-12 and iPads for students in grades K-2. If you currently have a device from your previous BSD school, you may keep it. However, if you're transitioning from an iPad to Chromebook, you should return the iPad to your previous school when it reopens.
Will students be able to take ITBS/SUMMA testing if they are in FLEX Online School?

If enrolled in FLEX Online School, can students still participate in sports at their neighborhood high school?

Grades/Assessments
How will grading work?
Grades will be given with Comprehensive Distance Learning, the Hybrid Model and FLEX Online School.
What will schools do to assess learning needs for students who didn’t adapt well to remote learning, and what will schools do to support those students in catching up?
At the start of the school year, teachers will access all students’ skills as they relate to learning targets. They’ll then design interventions and track progress throughout the year.
Language Programs
How will Dual Language work?
We have two Dual Language teams (elementary and secondary) working this summer to determine the details of immersion while also maintaining the recommended language allocation minutes to each language of instruction. Stay tuned for more information.
Will there be Dual Language courses available at FLEX Online School?
No
If I enroll in FLEX Online School, will I be able to keep my dual language placement?
No, once you enroll in FLEX Online School, you’ll lose your placement in Dual Language. If you’re on the waiting list to enter a Dual Language school, you’ll also be removed from that waiting list. If you start at FLEX Online School and then decide to move back, there’s no guarantee that you’ll be able to return to your former spot. Decisions for re-entry into a Dual Language school will be made on a case-by-case basis. Please contact your school principal.
What will the language service model look like at each grade level?
The Multilingual Department is working with teachers on developing the language access program for our English Learners. More specific information will be released soon. Newcomers will have more support to help accelerate their language acquisition.
Will English Learners be able to go to school more often when we transition to a Hybrid model?
When we transition to a Hybrid Model, English Learners will be grouped with all peers into Attendance Group 1 or 2 and receive their English Language Development (ELD) support through collaborative efforts between the classroom/content and ELD teachers. Newcomer students in our Newcomer Centers will receive additional support on Wednesdays.
Specialized Programs (TAG, SUMMA, CTE, AVID)
Are the TAG tests going to continue as planned? What about TAG programs?
TAG assessment opportunities will continue for all students. TAG students will have the opportunity to participate in remote enrichment activities on Wednesdays, beginning in October.
What about SUMMA?
SUMMA students will be supported by their SUMMA-site schools via Comprehensive Distance Learning and when it’s safe to do so, Hybrid Learning.
Will SUMMA be offered through FLEX Online School?
No. If a student wants to continue in SUMMA, they should stay connected to the site school via Comprehensive Distance Learning and when it’s safe to do so, Hybrid Learning.
What about specialized programs — like AVID, CTE or Dual Language — in FLEX Online School?
Students interested in specialized classes (including AVID, CTE and Dual Language) should consider Comprehensive Distance Learning or when it’s safe to do so, Hybrid Learning through their neighborhood or option schools. FLEX Online School won’t offer these studies.
Will FLEX Online School offer Advanced Placement (AP) or International Baccalaureate (IB) classes?

Health & Safety
You mentioned that we would not return to school buildings until it is safe. How will BSD define “safe,” and who makes that determination?
Per the Governor's guidance from July 28, the following criteria would need to be met to begin the Hybrid Model:
- 10 or fewer cases of COVID-19 per 100,000 people in Washington County over 7 days for 3 weeks in a row.
- Test positivity of 5% or less in Washington County over 7 days for 3 weeks in a row.
- Test positivity of 5% or less statewide over 7 days for 3 weeks in a row.
Per the Governor's guidance from July 28, the following criteria would need to be met to begin the Hybrid Model with K-3 students:
- 30 or fewer cases of COVID-19 per 100,000 people in Washington County over 7 days for 3 weeks in a row.
- Test positivity of 5% or less in Washington County over 7 days for 3 weeks in a row.
- COVID-19 is not actively spreading in the school community.
- The District is in compliance with sections 1-3 of the state's Ready Schools, Safe Learners Guidance.
Will students be required to wear face coverings?
Per guidance from the Oregon Department of Education, all K-12 students are required to wear face coverings. The District will provide face coverings. However, for maximum comfort, students are encouraged to use cloth face coverings from home that can be washed after a day’s use. Parents should introduce these coverings to students, especially young children, well before the start of school. Using face coverings doesn’t negate the need to physically distance.
What if my child doesn't want to wear a face covering?
According to the Oregon Department of Education, “Students who abstain from wearing a face covering, or students whose families determine the student will not wear a face covering, during on-site instruction must be provided access to instruction. Comprehensive Distance Learning may be an option; however, additional provisions apply to students protected under ADA and IDEA.” Students with existing medical conditions and a physician’s orders to not wear face coverings must not be denied in-person instruction.
Will teachers and staff be required to wear face coverings and other personal protective equipment?
Per guidance from the Oregon Department of Education, all staff members are required to wear face coverings. The District will provide face coverings. However, for maximum comfort, staff members are encouraged to use cloth face coverings from home that can be washed after a day’s use. Some staff who work with Special Education students in close proximity will be required to wear face shields, which also will be provided; clear face shields may be preferred in cases where phonological instruction or social emotional cues must be seen. In addition, all contractors, service providers or other visitors to school buildings will be required to wear face coverings. Using face coverings doesn’t negate the need to physically distance.
Will temperature checks be done daily on students and staff?
Screenings for symptoms of COVID-19 will be done before students enter school buildings and school buses. Comprehensive screening procedures are currently being developed by BSD Health Services in conjunction with the Washington County Health Department and Oregon Health Authority.
How will you screen students and staff every day to prevent people who are sick from coming to school?
Adults working in schools will self-screen for symptoms; training and guidance will be provided as we return to in-person learning. Teachers or other designated staff members will do visual screenings of students for symptoms upon arrival. Any student displaying symptoms will be separated from other students in a monitored room until the child is able to be picked up by a parent or guardian. Parents are encouraged to screen their children for symptoms prior to coming to school.
What will the protocols be if someone at a school tests positive for COVID-19? Will children/teachers in the same attendance group be quarantined for two weeks at home? Will the entire school be notified?
In the event of a positive case of COVID-19 in a school community member, BSD will follow Washington County Health Department protocols for exclusion from in-person school attendance. These plans are in development and will be communicated when available. Contact tracing will be of the utmost importance. BSD will cooperate with the county health department to provide any necessary information to minimize exposure to our school community.
Are specialists, substitutes and maintenance employees going to be moving from school to school?
We’re looking for ways to minimize movement of all staff between schools.
Will the District provide all the cleaning supplies, particularly disinfectant wipes and hand sanitizer, for the classrooms?
We’ll be placing hand-sanitizer dispensers throughout the schools, targeting building entrances, cafeterias and other key areas. In classrooms, we’ll have hand sanitizer available in bottles for use as needed. High-touch areas will be disinfected regularly with disinfectant wipes.
How many students will be in a classroom?
Per guidance from the Oregon Department of Education, each student is required to have 35 square feet of space to ensure social distancing. With that restriction in mind, most of our classrooms will have enough space for 16 to 20 people, which includes students and staff.
Will hand-washing be mandatory for students?
Yes, students must wash hands with soap and water for 20 seconds or use an alcohol-based hand sanitizer (with 60-95% alcohol) before and after meals.
How and how often will bathrooms be disinfected?
We are currently building our custodians’ schedule to disinfect and sanitize often. Because of social distancing requirements, only a certain number of students will be allowed in the bathrooms at any one time, depending on the size of the space.
How are you addressing proper ventilation for classrooms?
The District is doing everything possible to increase ventilation and air exchanges in schools and buildings. We’re setting HVAC operation schedules to start earlier in the morning and end later in the afternoon.
What are the plans for social distancing if and when a school is put into lockdown?
In an emergency situation, BSD staff will do their best to maintain social distancing between students; however, the immediate well-being of all students and staff is our priority. That means social distancing may not be practical in a situation where students and staff need to quickly get to a safe location in the school.

How will the District address equal access to education for families with limited or no WIFI?

Meals
During the Hybrid Model, will students be eating lunches in the cafeteria or in classrooms?
Lunchtime will vary depending on the layout of each school and the ability to socially distance students in the cafeteria. Students may need to eat in the classrooms, and meal schedules may vary. Additionally, cleaning will occur in both cafeterias and classrooms.
If you qualify for free or reduced lunch, can you still get lunch if you’re enrolled in FLEX Online School?
Yes.
During the Hybrid Model, how will severe food allergies be handled?
Students receiving meals from Nutrition Services will have their allergens reviewed at the point of sale. K-5 schools will not be serving any foods that contain, or may contain, tree nuts or peanuts for breakfast. It’s recommended that any classes that prohibit specific food items due to a severe allergy of a student be seated for meals in the cafeteria to keep any potential food allergens out of the classroom.
Transportation
Under the Hybrid Model, will bus routes be operational?
Buses will run Monday/Tuesday and Thursday/Friday with their regular stops. Essentially, buses will have half the number of regular riders; students will be socially distanced with many buses having only one person per seat. Bus drivers will wear masks, and masks will be available to riders. We also will have additional ventilation and cleaning.
Will riders be required to wear masks?
Per guidance from the Oregon Department of Education, all drivers and riders in grades K-12 will be required to wear masks.
Will buses be arriving on a staggered schedule?
Most buses arrive on a staggered schedule normally. For schools with many buses, there will be times when multiple buses arrive simultaneously; however, staff will ensure social distancing is maintained upon disembarkation.
How and how often will buses be cleaned?
Buses will be cleaned after students from each school disembark. Additionally, buses will receive more rigorous cleanings after all routes are completed in the morning and afternoon with cleaning products approved by the Oregon Health Authority and Oregon Department of Education.
Child care
Will the District provide child care options for elementary students on their learn-from-home days?
Because of the lack of usable space, the District is not planning to provide child care services at this time.
Will after-school child care be allowed in school?
Yes, schools who work with outside partners to offer after-school child care in their buildings will continue to do so while maintaining social distancing and safety measures.

Limited In-person Instruction
ODE issued new guidelines about students attending school in person up to two hours/day if their needs can’t be met remotely. Has BSD considered offering one-on-one instruction that could be scheduled onsite during Comprehensive Distance Learning (CDL)?
Per District guidance from 8/27/20: Given the significant obstacles, BSD — like other districts in our area — will not be bringing students who receive Special Education services, English Language Development services or are enrolled in CTE courses to school for in-person instruction at this time. Instead we’ll continue to monitor health metrics to evaluate the safety of in-person instruction for all staff and continue to work on an effective implementation plan for the future.

Yes, your child’s case manager will be reaching out to discuss the implementation, accommodations and supports in your child’s IEP and how they will be supported within the school schedule.
What will my child’s day look? Will students be required to login at 9 a.m. and sit in front of a computer for several hours?
ODE has established requirements for teacher-facilitated learning in CDL. Teachers will be structuring schedules for live instruction that best support student needs in the classroom. There also are requirements to include time for wellness, which includes lunch, breaks and fitness. IEP teams may consider accommodations for students who have difficulty with CDL.
What will the daily schedule look like?
Scheduling information for special education classes and resource room teachers is based on the school schedule in each location and grade level. These schedules are being finalized at the District level, and your student’s teacher/service provider will contact you directly to provide a schedule.
Can parents be sent a visual schedule to make a poster for their students?
Case managers will discuss the need for specific supports including visual schedules.
Will the schedule be consistent through November 14 (and possibly beyond) to help in household planning?
Yes, consistent schedules will be utilized as much as possible for the duration of CDL. There may be some adjustments at times, but your case manager will communicate that to you.
Can we change students’ schedules, and if so, who do we contact to make the changes?

How will specials work such as adaptive PE, technology and music?
Individual schools will be sending out information regarding specials.
Will students be able to take frequent breaks?
Synchronous, teacher-facilitated instruction is based on the amount of time prescribed by the Oregon Department of Education. The schedule does include breaks during the day.
How will IEP minutes be incorporated into the general education day?
Depending on students’ grade levels and schools, schedules have been developed to allow teachers to provide students’ specially designed instruction without pulling them out of general education classes as much as possible.
How many times per week do students meet with their special education teachers?
Depending on the number of service minutes outlined in students’ IEPs, the SPED staff will develop and share specific schedules.
If parents are unable to provide support during school hours, what happens?
As dictated for ODE guidance, special education services should primarily be delivered synchronously. We’ll work with families to determine if asynchronous (recorded) services are more appropriate for some students.
Are parents and students going to have a dry-run class with their SPED teachers before the beginning of the school year?
Parents can reach out to their students’ special education staff to discuss this request.
If we are homeschooling students who are on IEPs and should still receive services, how does that work?
IEP meetings are required to determine whether IEPs can be served in conjunction with homeschooling.
If parents have concerns about participation, socialization and access to teachers who do we contact?

How will Resource Room support and work toward IEP goals align with assignments and responsibilities in the general education classroom?
Resource Room teachers will schedule virtual sessions to provide whole group, small group and/or one-on-one instruction as appropriate to meet students’ needs and areas of specially designed instruction. How will Resource Room classes look at high schools considering with the new 4x4 scheduling?
In the 4X4 schedule, students will have learning strategies or Access Tutorial as one of their four classes. There will be opportunities for specially designed instruction within the Access Tutorial class.
What new curriculum has been adopted for specialized programs and Resource Rooms to be successful during CDL?
The District is providing specific training on current curriculum to our staff to ensure that it is more accessible during CDL than it was in the spring.
How do accommodations work for a student on a 504?
Please reach out to your child’s school counselor regarding questions about 504. 504 is not a part of special education.
Does BSD offer any training or support for parents who struggle with assisting their students with CDL?

Will the District continue to use Zoom for classroom instruction?
The district is continuing to use Zoom.
How will IEPs be held and how will evaluations be done?
IEP meetings will be held via Zoom or phone, depending on what works best for families. The District is working on evaluation plans, targeting evaluations that can be completed virtually and alternative assessment methods based on guidance from ODE.
Will there be additional apps, subscriptions or technology available to help supplement learning such as touch-type read or read-and-spell?
Students will be provided with any assistive technology necessary to access CDL. Apps will be specific to each child’s grade level and classes. Please reach out to your student’s case manager to discuss any concerns or needed accommodations. Other apps are available to all students in the District.
Can we get a larger monitor to help our student focus better?
We don’t have larger monitors available at this time.
Are there free hotspots available for internet connectivity?

What online programs will be used to track and submit student work?
The District will be using Seesaw and Canvas for the delivery of instruction, depending on grade level.
Additional Adult Assistance
Can you please describe what "additional adult supports that might be needed in the Comprehensive Distance Learning setting" for students that have 1:1 aide support in their IEP? What does adult (non-parent) support look like in CDL and how is it provided?
It depends on the student’s needs. Paraprofessional support may be provided through whole group, small group, or individual instruction directed by the special education teacher when a student requires this to access their education. All services will be provided remotely.
Can you share how paraprofessionals or one-on-ones will work?
An accommodation for additional adult assistance would be an IEP team decision based on the needs of your student. IEP teams determine the need for adult support based on data and assessment. If your student has a 1:1 or additional adult assistance designated in their IEP, you will work with your IEP team to determine if that support is still necessary in Comprehensive Distance Learning. Teams will be reaching out prior to school starting to discuss supports in the IEP and will be implementing those supports as required for your student to access their education until a meeting can be held. Official amendments to the IEP will occur by mid-October. Paraprofessionals will be available to support students remotely for those who have this accommodation on their IEPs and continue to require it in CDL.
Case Managers
How do we know if our child has a case manager?
Each student on an IEP has an assigned case manager, a special education service provider (or specialized program teacher) who schedules meetings, develops the IEP and provides and/or monitors services. Case managers and/or other service providers will contact families by September 8. Please share any concerns you have with the IEP at that time. If you have not been contacted yet, please reach out to the school for assistance.
When will case managers be available for meetings?
Case managers will be available to schedule IEP meetings once school begins on September 14.
Accommodations/Assistive Technologies/Equipment
Will students have access to supplies and fidgets that are in the classrooms during CDL?
School teams will reach out to families to determine what equipment currently on the IEP (including disk sits, TheraBand’s, fidgets, wobble chairs, vision equipment) will be required for your student to access their education during CDL and it will be provided to the extent possible. If you feel that your child requires additional supports in order to access their instruction CDL, please reach out to your child’s case manager to discuss.
What assistive technology supports are available to support learning remotely?
Assistive technology supports are determined through evaluation to determine student needs. There are not blanket supports available other than what is available to all students. This is the first option that should be explored for CDL. Parents should reach out to their student’s case manager to discuss what assistive technology supports their student requires in order to access their education.
My child’s IEP says he will be assessed for AAC device, will this be available for online education?
The District will be conducting any outstanding assessments to the extent possible during comprehensive distance learning. Please note that some assessments may not be able to be completed during CDL. Please discuss any individual assessments with your student’s case manager. If an AAC device is recommended, arrangements will be made for you to access the device.
IEP Meetings, Evaluations & Eligibilities
If an IEP, at its foundation, is an individualized plan, how can my student’s needs be met through generalized concepts that serve everyone?
While instruction during comprehensive distance learning will naturally look different than instruction in a physical classroom, your student’s individual needs will be addressed through the specially designed instruction in their IEP.
Please provide more information for students on Individualized Education Plans (IEPs).
Students who are eligible for Special Education services will receive their Specially Designed Instruction (SDI) and related services from their case managers and/or service providers in a synchronous learning environment. The learning environment will be online unless the District initiates a Hybrid Model and families have selected for their students to attend on-site instruction.
How will IEPs be implemented with on-line learning?
Staff will schedule virtual sessions in order to provide whole group, small group and/or one-on-one instruction as appropriate to their students’ needs and areas of specially designed instruction. Special Education staff may record sessions, at their discretion.
My child was in the middle of an IEP review when the schools were closed. When will IEP reviews/evaluations resume?
Your student’s case manager will contact you to schedule any necessary IEP meetings once school starts. We anticipate that IEP meetings will be scheduled to take place by mid-October.
Any updates to district guidelines for evaluating kids for placement in special ed?
Decisions regarding placement continue to be based on a student’s individual needs and made by the IEP team. This has not changed in CDL.
If your child needs to develop an IEP, how do we proceed?
If you believe your child may need special education services, reach out to your school administrator or counselor to discuss a referral for special education services. The team would then follow the special education process beginning with a meeting to discuss your concerns.
Other Therapies
All related service providers (Motor, SLP, Psych, Vision, DHH) will schedule virtual sessions in order to provide whole group, small group and/or one-on-one instruction as appropriate to their students’ needs and areas of specially designed instruction. Assistive technology identified on the IEP will be provided to the home to the extent possible. To determine whether Assistive Technology is required for a student to access their education, an evaluation is required.
How will speech work? Group zoom meetings or one-on-one?
Speech Language Pathologists (SLPs) will schedule virtual sessions in order to provide whole group, small group and/or one-on-one instruction as appropriate to their students’ needs and areas of specially designed instruction.
Will there be communication and support from the Occupational Therapist (OT) or Physical Therapist (PT)?
For students that have OT/PT services on their IEP, a member of the motor team will be working with their case managers to determine how goals, accommodations and supports will be implemented during CDL.

What Special Education services will be provided and how will this look?
Per ODE guidance, most specially designed instruction will be provided synchronously. If a family is unable to access synchronous instruction the IEP team will discuss all possible options. Staff will schedule virtual sessions in order to provide whole group, small group and/or one-on-one instruction as appropriate to students’ needs and areas of specially designed instruction based on each student’s individual IEP.
How will vision services be carried out?
Vision and other NWRESD services will continue to be coordinated by NWRESD teachers.
How will services will be provided synchronously, and why this model was chosen for Special Education?
ODE guidance dictates that special education services should primarily be delivered synchronously. We will work with families to determine if asynchronous services are more appropriate for their child and situation.
How will this year differ from the spring?
This year CDL will be different based on ODE requirements for instruction and the schedules for each level. Unlike distance learning in 2019-20 specially designed instruction and related services will primarily be provided synchronously during Comprehensive Distance Learning. This means students should receive increased access to synchronous and teacher-facilitated options.
Is there someone that can help students with accountability and tutoring when needed?
Please reach out to your student’s case manager if you are concerned about your student’s work completion. Special Education does not provide tutoring, but does provide specially designed instruction in areas of need.
Will Learning Strategies be managed differently with distance learning?
Secondary students will receive their specially designed instruction through a combination of methods, including Learning Strategies class, push-in to general education classes and on Wednesdays depending on their needs and classroom schedules.
Specialized Program Classrooms
How much teacher time will students receive? Will students have any time with aides or specialists?
Unlike Distance Learning in 2019-20 specially designed instruction and related services will primarily be provided synchronously during Comprehensive Distance Learning. Your student’s teacher, paraprofessional or specialists will deliver the specially designed instruction according to your student’s IEP.
What supplies will we need to have?
Please contact your student’s case manager for specific supplies in your specialized program.
How will CDL work for students who have an Inclusion Plan from a Specialized Program?
Students who receive Special Education services in a specialized program will be scheduled into a combination of general education and/or specialized program classes per the Non-participation Justification in their IEP and Inclusion Plan. If the majority of their day is in a specialized program, then the specialized program teacher will be creating a specific schedule to provide instruction and services. The IEP team can agree to change an inclusion plan if students are able to experience more or less success in general education because of CDL.
Is there information yet on what school will look like for students in Specialized Programs when we return to a hybrid school model?
Specific information will be shared once we are planning to return to Hybrid.
How will workload for students in specialized programs as well as general education be supported?
For students who are struggling with assignment completion during CDL the best way to address these concerns would be in an IEP meeting. If there was previously support from the Specialized Program staff for inclusion in general education, that support will continue, though it may look different.
What is the plan for students at CTP? Why did the case manager change?
CTP case managers will be reaching out to families and students directly in order to review schedules and discuss IEP supports and services provided during CDL. As staffing and student numbers change, case managers may also change.

The Beaverton School District received more than 14,700 responses to the Community Survey on Possible Limited In-Person Instruction (LIPI) and Hybrid Model. The survey was sent to all families in the district and was translated into eight languages. Know that parents/guardians were encouraged to fill out one survey per child.
