Division 22 Standards
The Division 22 Standards are the requirements set by the Oregon Legislature and the State Board of Education that school districts must meet in order to be a standard school district. These requirements ae documents in Chapter 581, Division 22 of the Oregon Administrative Rules. Compliance with the Division 22 Oregon Administrative Rules ensures every student in Oregon public schools is provided with a level of service that meets the standards set by the state, as well as promotes educational equity across all Oregon students.

Conducting Research in the BSD
Interested in conducting research involving the District? Submit a research proposal to the Teaching & Learning Department.
Past examples of research include comparing the effectiveness of competing reading programs and the impact of early vocabulary intervention for at-risk students.

- Researchers conducting studies on school property must be insured! Researchers conducting studies on school property will also need to provide proof of COVID-19 vaccination or fill out a medical or religious exemption form.

Please note that the approval process may take 4-6 weeks for committee approval. When submitting your research proposal, please remember that we operate on a school year calendar. Research proposals are not reviewed during the following times:
- Between Memorial Day and the first day of school
- During winter break (mid-December to early January)

Disclosure of Personally Identifiable Information
Policy JOB describes the federal laws all Oregon school districts are required to follow in order to keep personally identifiable information secure. Under the law, the district may disclose personally identifiable information without prior consent for external audits, evaluations, and studies. Current disclosures by the district under these exceptions:

January 2021 and annually though the 2026-27 school year. | Conduct on behalf of the district an evaluation of enrollment and achievement of students in AP/IB courses. Provide technical assistance to the district in closing AP/IB access and achievement gaps for historically underserved students. |
For kindergarten students enrolled in 2004-05 and students enrolling in subsequent years through 2018-19: State Language Arts, Math, and English Language Proficiency test scores, 9th grade on track data, graduation outcomes, post-secondary enrollment, student demographics, and student participation in dual language programs. |
