This application is for RESIDENT students requesting to be RELEASED from BSD to attend a school in another Oregon school district. Releases are granted only for hardship circumstances, as defined by the Oregon Department of Education in OAR 581-021-0019(1)(c).

Hardship is defined as a situation in which the student meets one or more of the following conditions as defined by OAR 581-021-0019(1)(c):
- The student is impacted by a parent or guardian’s military deployment.
- The student is experiencing instability related to homelessness or foster care placement.
- The student has a documented medical condition that necessitates a transfer.
- The student is impacted by the death of a parent.
- The student does not have access to safe and affordable childcare in the resident district.
- The student is involved in a documented case of severe harassment, intimidation, bullying or cyberbullying.
A hardship is not a preference for an academic program or activities offered at another school.
Additional information:
- Transfer paperwork must be completed at the resident and non-resident school district.
- Student transfer requests will be shared between the resident and non-resident district.
- Hardship applications are processed in the order they are received. The process may take up to 2 weeks if all requested documents are submitted.
- Notification of acceptance or denial will be communicated through the email address provided on the application.
- If approved, the transfer is valid through grade 12 unless otherwise stated or if there is a move out of the boundary district.
- Timely transportation is the responsibility of the family. The district does not provide transportation.
