Health Resource Supervisor

Purpose:

The Health Resource Supervisor directs and administers the District’s employee benefits programs, ensuring the provision of health, dental, long-term disability, life insurance and other benefits in accordance with relevant policies, procedure and agreements.

Nature & Scope:

The Health Resource Supervisor works independently, performing work of a regular and recurring nature under general supervision. The nature of the work requires adherence to statues, policies, procedures and contractual agreements. The work requires regular independent judgement, mastery of relevant knowledge area, and the ability to independently prioritize and organize work. The incumbent interfaces with District and school administrative staff, representatives of employee associations, vendors and supervises a small number of departmental employees.

Essential Job Functions:

  1. Conducts oneself in the best interest of students, in accordance with the highest traditions of public education and in support of the District’s mission.
  2. Directs and administers District employee benefits programs. Ensures compliance with relevant statutes, policies, procedures, and contractual agreements with employee groups as well as with vendors.
  3. Provides training and guidance to District staff to ensure appropriate employee benefits practices and procedures are followed.
  4. Addresses confidential and urgent employee concerns. Investigates problems and complaints and resolves issues.
  5. Connects employees to available benefit resources.
  6. Collaborates with transportation and oversees the fitness for duty process for DOT compliance.
  7. Identifies potential benefits problems and recommends solutions to resolve them.
  8. Monitors developments at the local, state and national level that impact District benefits, legislative changes; keeps appropriate personnel informed as needed.
  9. Manages all matters related to changes in premium rates, including communicating relevant information about the changes. Communicates new premiums to District employee groups and disseminates information, coordinating changes with appropriate District departments, including the Business Office and Information Technology, as well as with employee association.
  10. Chairs and directs the work of the District Insurance Committee, which makes recommendations concerning benefits changes.
  11. Develops and communicates timely information to District employees regarding benefits (including eligibility and administrative or rate changes, upcoming events, open enrollment, etc.) using a variety of media. Communicates to all employees the opportunities to participate in optional programs.
  12. Coordinates and serves as liaison to District insurance vendors employee benefit programs.
  13. Provides post-employment benefit information to retirees and prospective retirees.
  14. Manages Hepatitis B voucher program.
  15. Monitors expenditures and reserves for long-term disability and life insurance programs. Reviews monthly premiums for accuracy.
  16. Oversees the Employee Benefits budget.
  17. Provides oversight and guidance for internal insurance pools and rate education calculators.
  18. Prepares information and data for reports and rate deduction calculators.
  19. Prepares information and data for reports and exhibits.
  20. Provides expert advice to District leaders and outside officials on benefits matters, including testifying before governmental bodies.
  21. Serves as the Districts designated ‘Responsible Official’ for the electronic filing of Affordable Care Act information with the IRS.
  22. Maintains effective working relationships with other members of the Department as well as other school personnel and community members, including those from diverse cultures or backgrounds or those who speak limited or no English.
  23. Complies with all procedures outlined in the Code of Professional Conduct and Annual Notices for Education Practitioners, Teachers, Support Staff, Administrators, Substitutes Handbook and all other Beaverton School District Policies and Procedures.

Required Qualifications:

  1. Must possess a bachelor’s degree in healthcare administration, business or a related field.
  2. Must possess two years’ experience in benefits administration or related work.
  3. Must possess considerable knowledge of laws, court rulings and other administrative standards related to employee benefits programs.
  4. Must demonstrate considerable knowledge of principles, practices and methods related to employee benefits programs
  5. Must possess excellent written and oral communications skills.
  6. Must possess a valid Oregon or Washington driver’s license.

Working Conditions:

The Health Resource Supervisor works primarily within an office environment. The work environment is often controlled and quiet but will also frequently include moderate to loud noise. The work environment may include exposure to unpleasant interior temperatures, dirt, and communicable diseases. The work requires regular focus on a computer screen ad precise control of fingers and hand movements.

The Health Resource Supervisor will frequently travel to sites within the District and will at times be expected to attend meetings outside of the District.
