Financial Analyst II

BUSINESS SERVICES DEPARTMENT

 

PURPOSE

The Financial Analyst II provides a variety of complex senior-level advisory and support services with respect to the management, analysis and reporting of District financial activity.

Finance Manager

NATURE & SCOPE:

The Financial Analyst II works independently, performing varied and complex work of a regular and recurring nature under general supervision. The nature of the work requires adherence to policies, procedures, ordinances, rules, and regulations. The work requires considerable independent judgment and decision-making, including dealing with non-routine situations. The incumbent interfaces routinely with school and District administrators, faculty and staff, school board, and outside professionals. The incumbent does not have supervisory responsibility but may provide direction and technical support to staff.

ESSENTIAL JOB FUNCTIONS:

  1. Conducts oneself in the best interest of students, in accordance with the highest traditions of public education and in support of the District’s mission.
  2. Provides complex senior-level assistance and support to District personnel with respect to financial processes, systems and requirements.
  3. Assists in providing support services and financial information to the school board.
  4. Responds to inquiries, including providing accurate explanations of financial policies, internal controls, procedures, reports and systems.
  5. Monitors financial practices for compliance with generally accepted accounting principles, internal controls, District policies and Oregon state law.
  6. Analyzes state legislation and regulations as they pertain to financial processes and recommends appropriate actions.
  7. Develops and maintains complex financial record systems.
  8. Provides complex technical financial analyses and support to management and policy bodies on various fiscal, budgetary and financial issues.
  9. Assists auditors in reviewing District financial procedures, records and systems.
  10. Administers and/or assists in the administration of the District’s financial services programs, including evaluating processes and recommending procedural revisions and systems improvements and developing reports and tools for users.
  11. Develops and implements efficient methods of data gathering and analysis, including conducting research on assigned topics, performing statistical analysis of financial data, and conducting and analyzing surveys.
  12. Uses data analytics to answer specific financial questions or recommend appropriate changes to District financial systems.
  13. Prepares a variety of financial materials -- including descriptive, narrative, and complex technical reports -- and makes presentations to District committees and groups.
  14. Assists in developing effective financial policies and procedures, including assessing financial operations and structures, proposing changes in District policies and procedures, and recommending strategies.
  15. Coordinates the implementation of new policies and system processes, including recommending, developing, and testing procedures.
  16. Assists in coordinating and developing District-wide long range and strategic financial planning.
  17. Works closely with Information and Technology Department staff and software vendor support staff to address financial systems issues.
  18. Manages financial information systems, ensuring accuracy of data, system accessibility, and usability of information.
  19. Assists in developing and implementing accounting systems and procedures to serve new District activities; implements changes in reporting and control requirements for existing District activities.
  20. Provides guidance to District personnel concerning financial reporting requirements and data management tools; troubleshoots problems with financial data management tools.
  21. Maintains effective working relationships with other members of the Department as well as other school personnel and community members, including those from diverse cultures or backgrounds or those who speak limited or no English.
  22. Complies with all procedures outlined in the Code of Professional Conduct and Annual Notices for Education Practitioners, Teachers, Support Staff, Administrators, Substitutes Handbook and all other Beaverton School District Policies and Procedures.

REQUIRED QUALIFICATIONS:

  1. Must possess a Bachelors’ Degree in business administration, accounting, finance, technology, or closely related field.
  2. Must possess four years of progressive accounting or analysis experience.
  3. Must possess high-level knowledge of computerized accounting and database systems including but not limited to Microsoft Excel.
  4. Must possess knowledge of accounting practices and procedures.
  5. Must possess comprehensive knowledge of modern office procedures and standard software platforms.
  6. Must possess effective written and oral communications skills.
  7. Must possess or be able to obtain a valid Oregon or Washington state driver’s license.

WORKING CONDITIONS: 

The Financial Analyst II works primarily within an office environment. The work environment is often controlled and quiet but will also frequently include moderate to loud noise. The work environment may include exposure to unpleasant interior temperatures, dirt, communicable diseases, and distraught or difficult individuals. The work requires regular focus on a computer screen and precise control of fingers and hand movements.
